The London Internet Exchange ("LINX") is a mutually governed Internet exchange point (IXP) that provides peering services and public policy representation to network operators (over 950 different ASNs). It was founded in 1994 in London. LINX operates IXPs in London, Manchester, Scotland and Wales in the United Kingdom and Northern Virginia in the United States.[2]
LINX was founded in 1994 by a group of ISPs and educational networks and is a founding member of Euro-IX, a Europe-wide alliance of Internet Exchanges. It is one of the largest neutral IXPs in Europe in terms of average throughput.[2]
LINX is a non-profit organization (a company limited by a guarantee). Networks join LINX as members and sign a memorandum of understanding. Members collectively 'own' the company, and all members have a single vote at AGMs and EGMs in matters relating to finances, constitution, and what activities LINX may carry out. Members also periodically elect the LINX non-executive board of directors. Members meet at regular LINX meetings to discuss technical, corporate governance, and regulatory matters. LINX has a mandate to not actively compete with its members.
